The International Human Rights Commission (IHRC), founded in the Czech Republic, for many years has been involved in the development and implementation of social and political projects, that have a significant impact on both the fate of countries as well as hundreds of thousands of people. A good example of such activities is the IHRC's participation in the creation of the idea and its implementation in the form of the Minsk Conference aimed at regulating and controlling the armed conflict between Ukraine and Russia, or comprehensive monitoring through the Special Monitoring Mission International Human Rights Commission (SMM IHRC) in the ATO zone.
Currently, IHRC, as a global organization, has created and developed a project to control illegal migration from Africa, its invasion of North Africa and further to Europe.
This project, called DAM, has been developed and reviewed in the course of the last year in the framework of extensive international consultations initiated and conducted by the IHRC. Representatives of the governments of European Union countries, committees and authorities of the European Parliament, governments of African countries, their representations, embassies as well as well-versed in the seriousness of the situation of local activists and volunteers took part in them. Their result was to understand local needs and threats for individual states and social groups. On this basis, the following system solution has been developed:
1.       In the countries of North Africa, temporary mobile centers of the so-called CENTERS of INTEGRATION "FUTURE" (CIF). They will be located on the terms and conditions agreed upon with the local authorities, only for the time necessary to serve illegal immigrants staying there. As a service, quick verification of personal data, place of origin, family status, health, education and skills is understood. The potential degree of threats at the place of origin for particular migrants will also be determined. On this basis, migrants will be divided into three categories:
A) qualified for further migration
B) not qualified for further migration with the option of returning to the place of origin
C) not qualified for further migration without the possibility of returning to the place of origin
After completing the activities in a given location, the CENTERS of INTEGRATION  "FUTURE" CIF will be moved to a new place in order to take further actions in its scope. The principle of operation is that the CIF dislocation will be from the north towards the south. This will require from the countries of North Africa and related activities in this project, effectively preventing the migration of new migrant groups to the areas already developed.
2.       The main problem of migration is the multitude of people who are not accepted by anyone, and when they are already in a given country, they pose a considerable burden and threat to them. An exceptionally difficult problem are people who, because of the threat to their health or life, can not be sent back to their place of origin. Therefore, along with the CIF, the DAM project includes the creation and development of NEW GENERATION HOME (NGH) centers. NGH are integration and training bases, whose task will be to provide free and safe people living in their new homeland. These databases are designed mainly for category C migrants, but they are open to all (also categories A and B) who, having an interesting and developmental alternative to distant and uncertain emigration, will want a dignified life closer to their roots. The assumptions underlying NGH are to provide relocated migrants - provided by developed countries - with adequate skills and technologies that stimulate their creativity and the will to develop and, based on the best understood synergy, stimulate NGH's development of the poorest regions of the world. That is why the first NEW GENERATION HOME will be created in Guinea-Bissau based on the Memorandum of Understanding signed by the IHRC with the government of that country.
The economic and civilization development of poor countries, and the same backward regions, thanks to acquiring know-how, financing and access to technological markets as part of the project, will make them the most effective natural anti-immigration barriers.

It is a fact that such investments of developed countries and the resulting development of domestic companies generate additional revenues and earnings, which can again - without current burdens - be re-invested in program development, implementation of the DAM program will also generate huge savings in financing social programs for adopted immigrants . An additional advantage of this project is the possibility of its multidirectional financing. It may include not only the budgetary resources of countries or organizations. There is a possibility to engage private funds, creating on the basis of the Private State Partnership (PPP) INTERNATIONAL ECONOMIC INVESTMENT ZONES (INTECINZ), thanks to which the general development of the region will be based on the simplest and most logical principles - principles of economics. There are many opportunities to mobilize private funds for cooperation within this project, from tax reductions and targeted tax abolition to investment bonuses and material ownership.

In connection with the above, the International Human Rights Commission asks the Government of the People's Democratic Republic of Algeria to express their will and readiness to engage in mutual talks aimed at smooth start of close cooperation in this area on its territory.

In order, we hope, the above joint project of the People's Democratic Republic of Algeria and the International Human Rights Commission has a real chance of success, it is necessary for the active participation of the European Union countries. In this connection, we conclude that the Government of the People's Democratic Republic of Algeria should also invite the Prime Minister of the Czech Republic Mr. Andrej Babiš for talks. His presence and personal commitment, as a representative of your Member - the Visegrad Group will ensure efficient and successful cooperation of the European Union in the implementation of this project.
