Diplomatic Cards: IHRC Laissez-Passer

The IHRC Laissez-Passer was introduced in 2023 to support the operational needs of the organization. This diplomatic document is issued strictly on a "need-to-have" basis and is intended for the following categories of individuals:
  • Permanent Representatives (Ambassadors accredited to the Organization);
  • The Secretary General and Deputy Secretary General;
  • Special Members of the IHRC;
  • Staff Members of the Organization.
Purpose and Function
The IHRC Laissez-Passer is issued exclusively for official purposes to facilitate the execution of the organization's missions. It serves to confirm the official status, role, and privileges of its holder, as well as the immunities granted under the General Agreement on Privileges and Immunities and relevant protocols or conventions, where applicable.
Practical Use
The IHRC Laissez-Passer must always be used in conjunction with a national passport. It simplifies travel and ensures recognition of the bearer’s diplomatic functions and status during official missions.
